Lead author James Dobbins is director of the International Security and Defense Policy Center at RAND. He previously served as U.S. special envoy to Kosovo, Bosnia, Haiti, Somalia, and Afghanistan, and has held many other senior White House and State Department positions, including U.S. Ambassador to the European Community.
